An open MRN after export is a common problem. The goods have physically left the EU customs territory, but the customs system has not confirmed the exit. The most frequent causes:
- Missing port registration — The MRN was not registered in the port system (ZAPP, BHT, WHT, Portbase or APCS). Without this registration, the system cannot link the container to the export declaration.
- Incorrect data — Wrong container number, incorrect MRN or mismatched weight declarations prevent automatic matching in the system.
- Transhipment to a different vessel — The container was loaded onto a different vessel than planned, without updating the data in the port system.
- Communication failure between customs systems — The message between the customs office of exit and the customs office of export (e.g., IE518) was not correctly transmitted.
- Delayed manifest submission — The shipping line submitted the export manifest late or without the MRN reference to the customs authority.

What does it mean when my MRN is open?
An open MRN means that the customs office of exit has not yet confirmed the physical departure of goods from the EU customs territory. The export procedure is considered incomplete, and you will not receive your proof of export (CC599C/IE599). This can have significant tax implications.
How long does it take to close an open MRN?
In standard cases we close the MRN within 24 to 48 hours. For more complex situations — for example when an enquiry (Art. 335 UCC-IA) with the customs office of export is required — it may take 2 to 4 weeks.
What is the difference between CC599C and IE599?
CC599C is the new message in the AES/ECS Phase 2 system, replacing the former IE599. Both serve as proof of export (exit confirmation), but CC599C contains extended data fields and is being rolled out across the EU.
What documents do you need from me?

Do I need the export confirmation for VAT purposes?
